Irsalwadi Disaster and Shelter Centre

Irsalwadi, a village under Mouje Group Gram Panchayat, Chowk in Khalapur taluka of Raigad district, is situated in a hilly region. The average rainfall in this village is around 3900 mm. Tribal communities resided in this village. However, on 19th July 2023, due to heavy rainfall, the entire hillside collapsed onto the settlement, claiming many lives. For those who survived, the government immediately issued orders to set up temporary shelter centers. Accordingly, for the purpose of providing accommodation, a shelter center was constructed by the Public Works Department in the premises of an old, abandoned petrol pump near the highway at Chowk.
The following provisions have been included in the shelter center that has been set up:
- On 20/07/2023, work began on establishing a temporary shelter for the survivors of the disaster in the 1.88-hectare premises of the closed Diamond Petrol Pump, located along the old Mumbai–Pune National Highway (NH 4B), near Irsalwadi.
- After clearing mud and wild vegetation from the available land, 47 containers were installed as shelters according to the planned layout. To protect from rain, each container was fitted with a 1.2 m wide shade.
- Concrete internal roads were constructed, and paver blocks were laid along the roads and beside the containers.
- For sanitation, 10 pre-cast toilets each for men and women and 08 toilets built with C4X (Siporex) blocks were installed on properly constructed platforms.
- Within the shelter center, the following amenities were provided: 45 water purifiers for drinking water, a 2000-liter capacity boiler for hot bathing water, a 20 x 15 m cattle shed with tin roofing, a children's play garden, vehicle parking facilities, landscaping of the area, and a sheet-metal fence around the entire premises for security.
- At the foothills, a leveled area with a temporary shed was created for performing last rites rituals (Dashakriya).
- To prevent further soil from the collapsed mountain from flowing downward and to restrict animals or people from entering the dangerous area, a protective sheet-metal barricade was erected around the debris.
- For one year, the Public Works Department stationed staff at the shelter, under the Khalapur Sub-Division's disaster management initiative, to provide 24-hour assistance to the people living there, along with all necessary facilities. After one year, the annual death anniversary rituals (Shraddha) were performed for those who lost their lives.
